Do the parents have to already be connected to the Child Care Scholarship or as an organization we are allowed to bill if any child is out whether they receive child care or not?

How come the absent due to COVID doesn’t help families that age signs and have to be sent home for COVID testing and not necessarily have it but need to be tested due to symptoms

Please explain that funds must by "allocated by" versus "expended by." When a program uses the $ to cover lost income, it is not considered an expense.
